POSITION SUMMARY:

Responsible for the management of Greater Orlando Aviation Authority's (GOAA Aviation Authority) capital programs and information technology acquisitions. Plan,  organize, direct and coordinate the procurement activities including, but not limited to construction, engineering, planning projects, all miscellaneous purchases for capital programs, IT technology related software, materials, supplies, equipment and services, and additional projects as required. Develop, review, and update procurement strategies, policies, procedures and processes.

MINIMUM REQUIREMENTS:

Bachelor’s degree in business administration, Public Administration, Supply Chain Management or a related field, and seven (7) years of progressively responsible diversified work experience in procurement, of which five (5) years must have been in a management capacity leading a staff or an equivalent combination of education, training and experience. Experience must include ample experience with capital projects including IT, planning, construction and engineering. Experience processing solicitations in an e-procurement system required. Procurement experience in the public sector is preferred.

Extensive knowledge of the solicitation and award process for major purchases of commodities, equipment, services, planning, engineering and construction projects

Knowledge of the Florida Consultant’s Competitive Negotiation Act (CCNA), Florida Statutes Section 287.055 or other State’s comparable regulations

Extensive knowledge of specification, statement of work and purchase description development in capital programs with public sector experience preferred

Familiarity with State of Florida or other States statutes pertaining to public procurement

Remain current in knowledge of purchasing principles, theories, procedures, methods and processes and demonstrate proficiency in their practical application

Skilled in vendor base development, product and service research, pre-award surveys, contract negotiations, and post award contract administration

Demonstrated analysis and problem resolution skills

Demonstrated ability to plan, schedule, organize, prioritize and manage multiple projects

Excellent verbal and written communication skills

Intermediate computer skills with Microsoft Office programs required, working knowledge of Oracle and E-Procurement and ERP systems preferred

Basic negotiation skills

Demonstrated leadership skills

Valid Florida driver’s license
