This is technical work at the lead worker level in purchasing the supplies and services assigned to a business unit. The work requires knowledge of governmental procurement practices, procedures, laws, rules, and regulations which involves the use of specialized skills, which is acquired through a combination of training and considerable on the job experience . May assign, review, and monitor the work of subordinates. Contacts require skills in understanding, influencing, and communicating with others and are important in providing services to using agencies and consulting with suppliers including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is semi-routine in that tasks are covered by procedures or precedents, but some latitude is permitted to consider the most appropriate method, technique, or procedure to follow. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences. The work is performed in an office environment and physical demands consist mainly of sitting or standing at a workstation for extended periods of time and occasionally lifting and moving light objects. Operates standard office equipment such as personal computer. The work is performed under general supervision where the work assignments are varied and, although subject to standardized practices and procedures, the worker is permitted to set priorities with the superior's approval.

Reviews requisitions for informal purchases and processes or assigns to subordinate for processing.
Advises using agencies on preparation of bid drafts and revises bid specifications as needed.
Prepares and reviews bid packages for conformity with guidelines.
Receives, tabulates, and evaluates informal bids for conformance with specifications and for comparison of prices, projected delivery dates and other pertinent factors.
Recommends award or other disposition of bids and prepares award documents.
Creates purchase orders and other purchasing documents.
Confers with using agencies and suppliers to obtain or provide information or to resolve problems with purchases.
Researches and compiles information for and maintains various files and records and prepares required reports.
May assign review and monitor the work of others.
Instructs and trains others.
Participates in public forum with the bid opening team.
Operates standard office equipment such as personal computer using word, spreadsheet, database, and other related software, calculators, and copiers.
