Education

1. Drafting complex contracts and solicitations, including performance requirements, pricing models, and evaluation methodologies used in formal and informal solicitation and selection processes, contracts, and agreements.
2. Assist in overseeing contract Administration functions for the District, including numbering, tracking, and administering the District’s formal contracts and agreements.
3. Assist in administering the advertisement of formal competitive solicitations for non-construction purchases and related public notices, including preparing agenda items for Board consideration.
4. Assist in overseeing ethical, consistent, accurate, and cost-effective processes for reviewing and approving purchase requisitions, distributing purchase orders, and resolving purchasing issues.
5. Communicate and consult with various District personnel regarding needs for materials, supplies, and required delivery schedules. Serve as the Procurement Officer for assigned solicitations.
6. Act as a liaison and consultant between vendors, the Purchasing Department, and Program Areas to resolve disputes/problems promptly.
7. Communicating and consulting with various District personnel, regarding their needs, including the facilitation of internal, external, and public meetings.
8. Assist in representing the Purchasing Department in the resolution of problems; determining recourse where possible; preparing correspondence to begin the resolution process; and seeking legal counsel as needed.
9. Compiling information from various sources to prepare reports, ensure required reports are submitted accurately, and make recommendations for process improvements.
10. Serving as a records custodian; maintaining files for contracts, agreements, competitive solicitations, and other projects as required for auditing or public records purposes; providing auditors with the requested information and responding to public records requests.
11. Staying abreast of all State and District rules, laws, regulations, policies and statutes that impact the purchasing/contracting profession.
12. Performs other duties as assigned.
