The Contract Analyst, under the general direction of the Procurement and Contracts Manager, is responsible for assisting in the development, evaluation, administration, and execution of County contracts, work orders, and task orders. The Analyst will be required to critique and monitor existing contracts to ensure compliance with County regulations, contract terms, and completion timeframes. Responsibilities also include assisting with Supplier performance and quality evaluations.
Essential Duties and Responsibilities
- Assist with evaluating the use of contract piggybacking, cooperative contracts and interlocal agreements in accordance with County policy and Florida Statutes
- Performs necessary cost analysis validating that rates are fair and reasonable
- Assist Departments with the review of change orders, amendments, and/or contract extensions
- Assists in the preparing of contracts, project requirements, procedures and schedules
- Process contracts/work orders/task orders for review, approval and execution
- Assist with the distribution of contracts to respective departments and suppliers
- Assist with maintaining index numbers for contracts/work orders/task orders
- Responsible for processing, tracking, and the distribution of contracts/work orders/task orders after approval by the County Manager/Board
- Responsible for coordinating with user Departments to conduct supplier performance and quality evaluations
- Provides assistance to project managers and department representatives as needed with respect to any contract disputes and/or claims.
- Works to ensure satisfactory resolution of problems relating to shipments, materials receipts, discrepancy reports, invoices, and payments.
- Maintains data and files related to contracts, tracks renewal requirements, and notifies applicable departments of upcoming renewal or termination timeframes.
- Assist with conducting routine audit of existing contracts and notifies applicable parties of any outstanding issues; ensures compliance with contract specifications and terms.
- Assist with tracking contract milestones and support compliance monitoring
- Stay current on federal, state, and local laws impacting contracts
- Other duties as assigned
Minimum Requirements
- Minimum of two (2) years in public sector procurement or transactional processing
- Associates degree in business administration, public administration, finance or closely related field is preferred.
- CPPB, FCCM, or equivalent preferred
- Valid Florida driver’s license with clean driving record
- A High School Diploma or GED equivalent is required.
