The Procurement Policies & Training Coordinator position is a highly advanced, professional and responsible senior level position within the Strategic Procurement Department. The position is responsible for establishing goals and managing the governance and training portion of the procurement operations on behalf of Miami-Dade County. Broad objectives of this position include developing the appropriate processes and procedures to ensure compliance with all federal, state, and county procurement policies and regulations. The position will continuously monitor and make recommendations to change outdated or ineffective requirements by working collaboratively with all county departments, the County Attorney’s Office, and other senior administrators as appropriate. The position will conduct the necessary research to produce, assemble and present required training programs and materials to central procurement staff and procurement staff and stake holders countywide. The position will consult with County departments to develop needs assessments to ensure County contracts are in compliance with all federal and state grant requirements. The position will develop procedures for contract administration and contract management as necessary to ensure countywide compliance with all applicable codes, statutes, regulations, and grant requirements. This position will assist with developing, implementing planning, coordination and execution of substantive rulemaking projects to improve and clarify procurement processes; advising and assisting the division and county departments in the application of procurement rules and laws; documenting, maintaining and publishing county procurement policies and procedures and appropriate legislation.
Minimum Qualifications:
Bachelor's degree. A minimum of three years of managerial or professional procurement experience is required. Professional purchasing certification is highly preferred. Excellent written and verbal communications and experience training in large groups are desired.
