Under direction of the Purchasing Agent, this position will engage in advanced procurement of services and commodities. Work includes preparing and issuing formal solicitation documents, determining award methods, enforcing competitive procedures in accordance with legal and procedural requirements, contract administration, purchase order review and processing, and assisting in the administration of the City’s Purchasing Policy and P-card program. Employees will perform advanced administrative work and are responsible for effective communication between the Purchasing department and key stakeholders.
MINIMUM QUALIFICATIONS (Education, Training, and Experience)
Bachelor’s degree in business administration or a closely related field supplemented by three (3) years of progressively responsible professional purchasing experience in a small to medium scale governmental operation; or Associate’s degree in a closely related field supplemented by five (5) years of progressively responsible professional purchasing experience in a small to medium scale governmental operation; or an equivalent combination of education, training, and experience. Also requires experience with proposal development, contract administration, and advanced Microsoft Office suite functions.
Certification highly preferred in the field of procurement, with the following as acceptable certifications: NIGP-CPP, CPPB, CPPO, CFCM, FCCM, SPSM, CPSM, or CSCP. Other certifications with proof of applicability to purchasingfunctions may be acceptable
